NICS is an Intensive Care Unit (ICU) registry and bed availability system that reduces the time to obtain a bed in an ICU and provides bed usage and vital information to the Ministry of Health (MoH) to improve critical patient care. The system gathers information of ICUs, patients, staff and available resources and the captured information enables benchmarking of ICUs. The factors considered are seriousness of illnesses of ICU patients (severity scoring), their outcomes and diagnoses. This benchmarking allows ICU outcomes to be expressed relative to other units and make comparisons to determine why some hospital units excel relative to others. The aim of this study is to reduce the complications and deaths occurring in ICUs.

It is a multidisciplinary national and international collaborative study led by the MoH, and includes national academic colleges, technical collaborations and academic institutions. The system has already facilitated locally led world class research and audit and stimulated ICU training programmes.

Jurors’ Evaluation

The ICU surveillance system incorporating the ICU registry and bed availability systems is a credible monitoring system that has spawned training programmes and other efforts to reduce the mortality rate of patients in ICUs. The benchmarking system is a springboard for improving care of patients in ICUs.

The Juror’s voted it a winner as such a locally developed system based on low cost, sustainable and locally integrated model is unique for a lower-middle income country like Sri Lanka.

Mobitel m-Channeling

 

 

Product Description

Mobitel M Channeling is a free IVR based channeling solution for the general public. Patients call the hotline 0711370370 to reserve an appointment which is followed up by a confirmation SMS from the hospital conveying the time and the appointment number. The patient needs to presents the confirmation SMS to the channeling counter and upon verification, the hospital will issue a coupon for a consultation with an available medical officer. To obtain the medicine the patient has to present the channeling coupon to the pharmacy. The medicine is dispensed and coupon is retained by the pharmacy.

The Mobitel M Chaneling hopes to develop a defector service in the National Health care system to provide a better service and quality standards to the general public. Currently the service is successfully deployed at the Dompe base hospital. Plans are in the offing to deploy the service at the main national hospitals of the island.

Jurors’ Evaluation

This application offers a free solution to patients to consult medical officers. The service is better administrative tool and queue management system for the hospital and patients benefits as they have reduced waiting time at hospitals.

The system provides flexibility for doctors to schedule patient’s appointments in a convenient way and at the same time allows patients to select the consultation time slot and receive an improved service from the hospital. The system negates the inefficiencies inherent in a manual system, and streamlines hospital administrative procedures, thus making the Mobitel M Channeling a worthy winner.

Blood SMS

 

 

Product Description

Blood SMS is a web and mobile based integrated solution implemented in collaboration with the National Blood Transfusion Service (NBTS), aiding the NBTS in blood donor management and internal blood stock information management. The service was first implemented in year 2002, allowing people to register to the web based donor database at NBTS through an SMS.

The NBTS in turn were able to send SMS alerts to the registered donors for emergency blood requirements. The improved SMS blood management system has advanced features where donors can not only register using SMS but also access their donor profile through a USSD menu. This provides useful information including the blood type, blood donation history and location based closest donation centers. Additionally, the solution contains an android app through which regional blood collection centers can update the blood stock information regularly, enabling the NBTS to provide an efficient service in emergency situations.

The overall blood SMS solution links together the National Blood Center, regional blood bank network and the island wide blood donor base enabling the NBTS to provide an efficient service.

Jurors’ Evaluation

The improved Blood SMS System integrates the donors, collection centers and NBTS via a multi functional platform and has improved the efficiency of the service. The database of the donors with their profiles, the ability to locate donors quickly at the closest location; blood banks island wide linking donors and the android app developed to keep up to date stock records of blood make this solution exemplarily.
