Automated Fingerprint Identifiction System (AFIS) for Criminal Record Division (CRD) of Sri Lanka

Product Description

The Automated Finger Print Identification System (AFIS) was developed for the Criminal Records Division (CRD) of the Criminal Investigations Department of the Sri Lanka Police by Theekshana (UCSC University of Colombo) in 2012, under the supervision of ICTA Sri Lanka.

The new software solution has been deployed for approximately one year, and is capable of matching fingerprints in the core database of 2 million prints, with an accuracy of almost 99.9% for Ten Print identifications and 60% for Latent Print matching. 

Jurors’ Evaluation

The AFIS system provides an efficient software solution for fingerprint identification and storage for the Sri Lanka Police. Use of the system does not require significant technical knowledge to operate and also provides an easy “cut and paste” option to transfer manual rolled fingerprint records into the database with ease. The system represents a quantum leap in fingerprint identification when compared to the manual identification system that was previously used by the Police Department.

The AFIS based fingerprint searches are faster, allow searches across larger pools of potential perpetrators and the system assists in marking key identification features of matched prints.  The System has the potential to revolutionize crime investigation in Sri Lanka providing a clearer evidence base to solve crimes and apprehend criminals.  Additionally, the innovation of tracking emerging trends and patterns of criminal activity and enabling GIS based spatial location of crimes will provide the police with data on “hot spots” and can encourage proactive policing to prevent crimes.

Lanka Government Payment Service (LGPS)

Product Description

The Lanka Government Payment Service (LGPS) is one of the key components of the Lanka Gate initiative. The mandate of Lanka Gate is the development of a comprehensive collection of software infrastructure and systems to provide citizens direct access to electronic information and services and facilitate electronic transactions in Sri Lanka. 

The first-ever transactional service with on-line payments was launched in Sri Lanka in 2009 enabling vehicle owners of the Western Province to obtain their revenue licenses. The LGPS was developed based on the success of this service and provides multiple payment options through a single integrated payment point for making electronic payments to the government.  Three commercial banks and a mobile service provider are among the ones who have come on board and LGPS is currently working with other banks and organizations to integrate payments.  A Payment Reconciliation Module has been developed to enable the daily reconciliation of payments as required for government transactions.

Jurors’ Evaluation

This platform was identified as a unique initiative that enables on-line payments to government institutions for the first time in Sri Lanka.  In the absence of this integrated payment point, each government department would need to create its own on-line payment interface, which would be costly and inefficient.  The system has been deployed for more than one year and is currently used by three commercial Banks, a mobile service provider, the Lotteries Board and the Departments of Examinations, Wildlife and Railways.  The Juror’s saw the platform as a very important foundation for the Government of Sri Lanka as it moves forward to provide cost-effective access to services directly to citizens.

Official Website For Yala National Park

Product Description

The official website for Yala National Park offers a virtual view of Sri Lanka’s most well- known wildlife park. The website takes a multi-faceted approach providing facts and images and a well-planned nexus for providers of related services like safari jeeps, lodges etc.  The site is also linked to a special social media page that allows visitors to share their experiences and create a dialogue that promotes responsible tourism. It also highlights problem areas that require the formal intervention of the Wildlife Department. 

The website also is a platform for the Wildlife Department to undertake the challenging task of managing the park through a partnership between the department and the private sector.

Jurors’ Evaluation

The website is first and foremost extremely pleasing with its eye-catching wildlife photographs and its clean, neat layout.  It draws in the viewers immediately and provides a wide range of information, while establishing itself as a principled advocate for wildlife conservation. The site contains key service information, including data on other national parks, and a detailed map of the park to help visitors to plan their visit.  A guide for responsible behavior provides a code of conduct and standards of behavior explaining the scientific reasoning behind these rules and regulations. There is a hotline for reporting incidents of inappropriate behavior and an easy access to its social media pages. The site serves as a central on-line booking platform for reserving bungalows, safaris and even booking your entry ticket.  A well planned, well executed website with both commercial and idealistic interests.

Intergrated General Ledger Accounting System (iGLAS)

Product Description

Integrated General Ledger Accounting System (iGLAS) is a fast, reliable and secure Central Bank Accounting System. iGLAS is built with centralized components for business functions such as financial accounting, payments, fixed-assets accounting and supplier data with interfaces to important national financial systems.

Main features of iGLAS include journal processing, foreign asset and liability revaluation, invoice management, fixed-asset management, supplier management, SWIFT message processing, financial reporting complying with IFRS, user driven dynamic custom reporting and user access management. Furthermore, iGLAS seamlessly integrates with systemically important national payment systems including Real Time Gross Settlement System, Cheque Imaging and Truncation System, CBSL Treasury Management System and the SWIFT network.

Jurors’ Evaluation

The iGLAS system was identified for special mention in this category due to the technical quality of the software application. It has enabled increased productivity, reduced errors and has provided a greater facility for enforcing standards that has benefited the efficiency of several departments of the Central Bank of Sri Lanka (CBSL).  There is added value in iGLAS as CBSL has successfully developed an online, real-time web application for use on its Intranet using the technical knowledge and skills of its own staff as opposed to a purchased system. This resulted in a saving of over 233 million Rupees. The jurors commend this local development initiative, the smooth transition from the existing system without down time and the high level of system integrity that the system has maintained during its year of operation.
