Ruwan Amarasekera      

Chairman – Grand Jury

With over Twenty Five years of far ranging experience in ICT Management, Planning, Systems Design, Development & Implementation, General management and Institutional Development, he has held many C level and Senior positions in ICT General Management, Project Management, Implementation and Maintenance of ICT systems in varying types of Computer networks using industry standard hardware and software platforms for many organization.

He has provided his expertise for technological transformation of many Clients/organizations in industry verticals such as Air transportation, Health, Finance, FMCG, Manufacturing etc. 

He has been actively involved in the ICT industry activities and has rendered services to the development of ICT through the professional organizations he is involved in.

Further he has contributed his expertise to the young ICT professionals as a visiting lecturer and research project supervisor with two of the local universities.

Ruwan Amarasekara has been a Chartered member of BCS and obtained his MBA from University of Sri Jayewardenepura. He has a Post graduate Diploma in Marketing and is an Associate Member of Chartered Institute of Marketing (CIM), UK. He is a Member of Project Management Institute (PMI) and a CIMA Finalist.

He represents Sri Lanka at the Executive Committee of Asia Pacific ICT Alliance (APICTA). He is the current Chairman of BCS the Chartered Institute for IT Sri Lanka Section.


Fayaz Hudah



Fayaz is a Startup Development Specialist. Fayaz is the founder of Spiralation, the first technology accelerator in Sri Lanka. He is the former Programme Head at ICT Agency of Sri Lanka and now an Investor, mentor and board member of a number of startup high growth companies. He has developed and delivered courses on innovation and entrepreneurship at local and international universities. He also consults for government and private sector organizations across digital transformation, innovation and entrepreneurship domains.


S. Muralidharan 

Murali is a Co-Founder / Managing Director of MetNeural (Pvt) Ltd., MetNeural Data Labs (Pvt) Ltd., and Director / Chief Executive Officer of Gennext (Pvt) Ltd.,

He is award winning Senior Business Executive, Growth Hacker, Speaker, Moderator, Entrepreneur, Philanthropist, Turnaround Specialist with 18+ years of Senior Management experience with Multinational Organizations.

His ICT / BPM sector Contributions and Recognitions are Industry Leadership Award for Most Significant Contribution to IT / BPM industry in Sri Lanka (2015), Board Member – Information & Communication Technology Industry Skills Council (ICTISC), Board Member of SLASSCOM (Sri Lanka Association of Software & Services Companies) and Head of Capacity building forum for ICT / BPM sector, Industry Advisory Board – Faculty of Computing and Technology (University of Kelaniya), Member of ICT Workforce Survey Committee (2016), Was a Member of  Presidential Task Force – IT Sector, Was a Chairman – Human Resource Development committee for ITESA industry, Founder member of SEA & ITESA, Was a Member of a government delegation toured to Scandinavian Countries for IT business Development and Country awareness, Member of IT-BPO Career Fair Committee (ICTA)

Hasith Yaggahavita

As the CTO and a member of the board, Hasith leads the engineering division of 99X Technology, an award-winning software engineering company. With around 15 years of experiences, Hasith has worked across multiple disciplines as a catalyst for change processes including Agile, UX, Lean Startup, Digital Marketing, Social Responsibility, etc. 

During the recent years, Hasith's interest grew around innovation and creativity. Driven by his passion to change the way we educate youth, Hasith founded IgniterSpace, Sri Lanka’s first Makerspace chain for young innovators. He is also a Co-Founder of Maturify, a startup that offers a Modern Learning Management SaaS solution.

He is a graduate from the University of Moratuwa and holds a Masters degree from Sheffield Hallam University in the UK. Hasith is also the author of popular open source early-stage HTML5 reference architecture BoilerplateJS ( Being a developer, Hasith is a Certified Scrum Master, Sun Certified Java Programmer and Microsoft Certified Application Developer too.

He is a founding member of StartupX Foundry (a startup incubator), Colombo Camps Community (a community that drives a dozen tech meetups and conferences in the IT industry). Hasith regularly appears as a speaker and a resource personnel in the industrial gatherings to share knowledge and works as an active member of several industrial and university committees. He currently serves as a member of the board at SLASSCOM.



Dr. Ajith Pasqual

Ajith Pasqual is a Senior Lecturer and former Head of Department of Electronic & Telecommunication Engineering, University of Moratuwa and also former Director/Center for Information Technology Services at the same university. He is also the founder and CEO of the first Semiconductor Startup Company in Sri Lanka – Paraqum Technologies which develops products in two areas: a high-performance hardware decoder and encoder for the newest Video Compression Standard –High Efficiency Video Coding (HEVC/H.265) and high-performance hardware accelerated Deep Packet Inspection (DPI) based network analyzers and traffic shapers. 

He received his B.Sc. Engineering degree with First Class Honours from University of Moratuwa, Sri Lanka in Electronic & Telecommunication Engineering in 1993, M.Eng. and Ph.D. degrees from The University of Tokyo in Computer Vision in 1998 and 2001 respectively.


Uthpalie Thilakaratna 

Over 14 years of experience in the IT sector, spanning across, software development, BPO, eCommerce and digital marketing, she has worked with some of the world’s leading organizations such as Microsoft and HSBC Plc, playing key roles in international projects. Uthpalie specializes in eCommerce and digital marketing in which she has been working as a consultant to both local and international clientele. She is currently playing a key role in a new startup venture in addition to her consulting role and works as a digital marketing strategist to new startups at StartupX Foundry.



Yasas V. Abeywickrama

Yasas is a graduate of the University of Colombo with an honours degree in Computer Science (2004). Yasas holds a Masters from Swinburne University of Technology in Australia (2010).

He was a Director of the Australian Computer Society (ACS) (2009 and 2010) and a member of the ACS Congress. He was the Chairman of International Young ICT Group of IFIP – International Federation of Information Processing. In 2015, he was elected as a Member of the Board of IFIP, becoming the first Sri Lankan to do so. He was the President of South East Asian Regional Computer Confederation in 2017 and now its Vice President. 

Since 2011, he has been active member of Computer Society of Sri Lanka CSSL), which is the apex body for IT professionals in Sri Lanka. Yasas has served the Executive Council of CSSL for many years and is the President of CSSL since November 2016.



Rohana Palliyaguru

Rohana presently serves as the Director Operations at Sri Lanka CERT|CC, the national CERT of Sri Lanka.

He is a pioneering team member of Sri Lankan CERT, having joined the team at its very inception in 2006. He has a BSc Eng (Honors) Degree in Electronics and Telecommunication Engineering and an MBA in IT from the University of Moratuwa. Rohana is a GIAC Certified Incident handler, Certified Ethical Hacker (CEH), Computer Hacking Forensics Investigator (CHFI) and has been involved in handling and resolving many security incidents of varying flavours during his time at Sri Lanka CERT. Rohana has also been engaged in designing secure networks in Government and Private Sector, in addition to being engaged in the development of Information security policies, conducting digital forensics investigations, and has extensive experience in coordinating efforts to resolve cyber security incidents in collaboration with international CERTs and relevant law enforcement agencies.

He is playing a significant role in setting up the National Certification Authority in Sri Lanka, whilst being engaged in the establishment of sector based CSIRTs to support the coordinating efforts of Sri Lanka CERT|CC


Waruna Sri Dhanapala


Mr. Waruna Sri Dhanapala is an officer of Sri Lanka Administrative Service (SLAS) since 2000 and currently serving as the Senior Assistant Secretary (ICT for Development) in the Ministry of Telecommunication, Digital Infrastructure and Foreign Employment. He currently coordinates several policy initiatives, national projects on digitization of economy and cybersecurity. Mr. Dhanapala is a Director of the Board of the ICT Industry Skills Council of Sri Lanka (ICTISC) and had served in several national steering committees including the Committee on National Export Strategy and Steering Committees of projects of ICTA. His previous workstations include the Ministry of Environment (Director – Natural Resources), Presidential Secretariat (as Senior Assistant Secretary to the President), National Administrative Reforms Council (as Director) and the Ministry of Foreign Affairs (as Director – Political Affairs & West Division)

Mr. Dhanapala served as the Minister Counsellor at the Permanent Mission of Sri Lanka to the United Nations in New York during 2012-2014. During this diplomatic posting, the UN General Assembly unanimously elected him as Vice Chair of the Second Committee (Economic & Finance) in 2013, representing the Asia-Pacific Group. He was responsible for several key Resolutions, including ICT for Development, Science and Technology for Development and Globalization and Interdependence. He also represented Sri Lanka in the negotiations of the historic UN Conference on Sustainable Development (Rio+20) and the UN Open Working Group on formulating Sustainable Development Goals.

Mr Dhanapala holds Masters Degree in International Development Studies from the National Graduate Institute for Policy Studies (GRIPS) of Japan and a Bachelor of Science Degree in Geology and Computer Science from University of Peradeniya and Masters in Public Administration from the Postgraduate Institute of Management (PIM), University of Sri Jayewardenepura.



Dr Pandula Siribaddana


Dr Pandula Siribaddana is a Senior Lecturer in Medical Informatics/medical education at the Postgraduate Institute of Medicine (PGIM), University of Colombo with research interests in ICT4D, public health information systems and blended learning. He is a medical doctor by profession and obtained his medical degree from the Faculty of Medicine, University of Colombo. Following joining the PGIM in 2008, Dr Siribaddana obtained his doctoral degree from the University of Oslo, Norway in Health Information Systems and education technologies. Dr Siribaddana has been part of the Speciality Board in Biomedical Informatics at the PGIM since its inception and has contributed towards establishing Biomedical Informatics as a speciality in medicine in Sri Lanka. He has also contributed to many health information system developments and implementations in the country.

At present, Dr Siribaddana is the Hon. Treasurer of the Health Informatics Society of Sri Lanka (HISSL) and functions as the country coordinator for the Vital Strategies CRVS initiative funded by the Bloomberg Philanthropies. Dr Siribaddana is also the coordinator and the lead in the Commonwealth Digital Health Awards, which commenced in 2016 and is in its third successive year. Through Digital Health Awards, Dr Siribaddana has facilitated many new start-ups and innovators in digital health to launch their products and benefit from the global network of digital health experts. 



Indika De Zoysa

Indika De Zoysa is a seasoned, vibrant and result oriented professional with 25 years of rich experience covering solution innovation, development, integration and market development with prestigious organizations.

Currently Indika is the Senior Consultant at ICT Agency of Sri Lanka. In this role Indika is responsible for providing effective and inspiring leadership to an innovative and effective team of managers and staff to drive Digital Sri Lanka vison “Transforming Sri Lanka towards a Creative Knowledge- Based Society through digitally empowered citizens"

Indika has 15 years of working experience at Intel as the country Business Manager –Sri Lanka. During this period Indika was responsible for executing all Intel programs and drive sales of Intel products & ramping newer technologies. He also leveraged cross functional resources to build and drive visibility for the Intel brand in Sri Lanka in IT ecosystem. Apart from these core responsibilities Indika managed relationships with the Sri Lankan Government and relevant authorities.

Prior to Intel, Indika was working for Hemas Pharmaceuticals as a Product Manager.

Indika is a past student of Dharmaraja College Kandy and he was a sportsman during his school time. In school Indika has represented Rugby, Hockey, Cricket, athletics and Table Tennis. For Rugby and Hockey Indika has won college Colours. Indika was a college prefect and deputy house captain as well. Currently Indika is involved in many positions in sports administration in different levels.

Indika is qualified in Marketing from the Charted Institute of Marketing and MBA from SMC University - Switzerland. Currently Indika is reading for Doctor of Business Administration in University of Kelaniya.



Samanthi Senanayake


Samanthi Senanayake is a Sri Lanka Administrative Service Grade I officer who is having a 15-year experience in executive capacity in public sector. She is currently attached to Ministry of Public Administration, Management and Law & Order as the Senior Assistant Secretary (IT) and completing her 5th year in this position. Her responsibilities include managing all of information technology, information systems and IT infrastructure of the Ministry.  Her position as Assistant commissioner (IT) in the Department of Motor Traffic (DMT) from 2006 to 2011, complimented with 3 successful and unprecedented projects namely, the Introduction of Smart Card Driving Licence with fully electronic document management and automated workflow system, Introduction of DMT Website and System Study and BPR for e-Motoring System. DMT won National Productivity Gold Award, National Quality Award and Japanese 5S and Kaizan Award at that period. She has first been appointed as Assistant Secretary (Planning and Development) in the Ministry of Tourism in 2004.

She is academically qualified in the filed of IS pursuing two Master Degrees. She obtained her second Master Degree of Information Systems (2012-2013) from The University of Melbourne in Australia, which is Australian rank #1, and World Ranking #36 University. Her first Master Degree was from Sri Lanka Institute of Information Technology (SLIT) for Master in Information Management in year 2009. She is a proud product of the University of Kelaniya, where she completed her Bachelors Degree in Science. She has several Diplomas to enrich her professional competencies such as e-Government from PIM, Diplomacy and World Affairs from BIDTI, Procurement and Contract Management from CIDA etc. She has the international exposure in e-Government and Information Systems in Australia, Estonia, Netherlands, the United Kingdom, Singapore, South Korea and Japan.




Dr. Brian Rupasinghe


Rupasinghe K.A.B.S works in the capacity of Senior Superintendent of Surveys, in charge of Geographical Names in the Survey Department (National Mapping Organization) of Sri Lanka. He is a graduate in Surveying Sciences with honours and obtained Master of Science degree in Geoinformatics from the faculty of Geo-information Science and Earth Observation - ITC, University of Twente, the Netherlands in 2007. He obtained Ph.D. in Geo-informatics from the University of East London, United Kingdom in 2015. He has been engaged in the study and application of Geographical Information Systems (GIS) in many aspects of spatial data analysis.

Being a researcher, he has presented and published several papers in the field of Geoinformatics, and served as a memebr in National Committess for development and management of land information and spatail data infrastructure. He has served six years in the Research and Development Section of the Survey Department, contributing to developments in spatial digital data processing and mangement. His main research interests are location based services, automatic map generalization, spatial databases, UAV Photogrammetry, Satellite Remote Sensing, land information systems, open source GIS and volunteered geographic information (VGI).



Udana Wickremasinghe


Udana is a seasoned business cum digital executive who has provided effective stewardship for local and global organizations. He started his career in banking and moved into IT which helped him to gain significant experience in both digital and business arenas. He has over 22 years of experience, with 11+ at the C-level, in Sri Lanka, the UK and Australia.

He is currently providing the leadership for the Sri Lanka Tourism Technology Group, where he oversees operations of three key organizations including Sri Lanka Tourism Development Authority, Sri Lanka Tourism Promotions Bureau, and Sri Lanka Institute of Tourism and Hospitality Management or formerly known as the Colombo Hotel School.

As the CIO of Sri Lanka Tourism, he spearheads many technology initiatives at the organizational and national level. 

Udana Wickramasinghe, Director ICT at Sri Lanka Tourism has picked up the CIO of the Year 2017 award from the Computer Society of Sri Lanka (CSSL).



Mahesh Perera

Mahesh Perera counts over 23 years of experience in diverse fields of ICT with both public and private sector organizations in Sri Lanka. He holds a Masters Degree in Computer Engineering with honours, from the State University, former USSR and an MBA in Human Resource Management and a Post Graduate Diploma in e-Government from the University of Sri Jayewardenepura, Sri Lanka.

Mahesh is presently the Director, Information Systems and Management at the Parliament of Sri Lanka. Prior to which, he had served the Sri Lanka Army and Informatics Pvt Ltd.

Mahesh was the President of the Computer Society of Sri Lanka (CSSL) in 2012 and 2013 and the President of the South East Asia Regional Computer Confederation (SERACC) in 2014.

He is a firm believer of ICT and HR convergence towards organizational progression.  



Fadhil Bakeer Marker

Fadhil is a former General Secretary of the LSE Students' Union. He holds a Masters in Social Policy and Development, and Bachelors in International Relations from the London School of Economics. Driven by passion, he continues to work with youth to encourage positive and active participation and is an ardent supporter of volunteerism and innovation for development.  Fadhil is a Muslim by faith, was educated at the prime Buddhist education institution in Sri Lanka, Ananda College, and speaks English, Sinhala and Tamil.

He was previously the Communications Team Lead at the United Nations Resident Coordinator's Office and UNDP in Sri Lanka.  Currently, he is the Partnerships, Innovation and Youth Focal Point at UNDP Sri Lanka and Lab Lead a.i. of Sri Lanka's first Social Innovation Lab, Citra.



Sampath Jayasundara

Sampath has possessed over 20 years of experience in the ICT industry and currently serving as the Chief Executive Officer/Director at hSenid Business Solutions, Director CICRA Solutions (Pvt) Ltd, and Founder Director of Pioneer Institute of Business & Technology (Pvt) Ltd.

He serves as a lecture panel member of the Institute of Personal Management (IPM) of Sri Lanka, lecturer for Open University of Sri Lanka (OUSL), lecturer for Postgraduate Institute of Management (PIM), University of Sri Jayewardenepura and a lecturer at Finance and Management faculty, University of Colombo at postgraduate levels.

Furthermore, Sampath is a holder of Masters of Business Administration from PIM, University of Sri Jayewardenepura, Postgraduate diploma in Computer Science and physical Science degree from University of Colombo.
