e-Swabhimani, the National Best eContent Award was launched in November, 2009 with the objective of recognizing creativity and the skills of local digital content and application developers and thereby provide a platform for them to showcase their products nationally and internationally. It is expected that National Recognition would spur a greater interest in leveraging on ICT for social and economic development of the Country and that it would contribute significantly towards bridging the digital gap. The contest is conducted along the lines of the World Summit Award, a global initiative for selecting and promoting the world's best e-content and applications.

Internet Economy of India” and “ India’s Best e-Contents”. Manzar is e-Content Expert for India for World Summit Award(WSA), Grand Jury Member of Board of Directors. He has been a part of the Professional Social  Entrepreneurship Program by Social –Impact International; . Osama has worked through Computerworld as assistant editor, head of interactive media division of Hidustan Timess and started a software company 4Cplus, for media publishers and quit the same to get into social entrepreneurship through DEF.

Prof. Vijaya Kumar


National Academy of Science of Sri Lanka and Science Council of Asia.


Prof. Vijaya Kumar is a Professor Emeritus of the University of Peradeniya and is presently the President, National Academy of Science of Sri Lanka and, Science Council of Asia. He is also serving as a member of UN Commission on Science & Technology for Development (UNCSTD) having previously been its Chairman and vice Chairman. He is also a Member of the Board of Directors of the Information Communication Technology Agency of Sri Lanka.  He has held several senior positions which include the position of Dean, Faculty of Science,  University of Peradeniya and Member, UN Millennium Development Project Task Force 10 on Science, Technology and Innovation, Advisor, International Foundation for Science and Board Member of several organizations. He has 2 patents and has published 70 papers in International Journals and made 135 Communications to Learned Societies, both local and foreign. His research interests are in Chemical Ecology, Biopesticides, Science Policy, Intellectual Property Rights, Biological chemistry and Natural Products Chemistry.


Prof. Kumar holds a B.Sc. in Chemistry from the University of Ceylon and a D.Phil from the University of Oxford and has carried out research in Sri Lanka, Canada, Sweden, Germany, Thailand and India. 



Dr. Basheerhamad Shadrach

Asia Coordinator- World Wide Web Foundation

Basheerhamad Shadrach is the Asia Coordinator for the World Wide Web Foundation for its Alliance for Affordable Internet (A4AI) program.  In this capacity, Shadrach helps to build coalitions of private, public and civil society organizations to advance the shared aim of affordable access to both mobile and fixed-line internet in Asia.    Shadrach also consults for the Global Libraries Program of the Bill & Melinda Gates Foundation in their program in India.


Until recently, Shadrach served as the Global CEO of the Foundation. Prior to that, Shadrach worked for IDRC, Canada, managing ICT4D research grants in Asia, including the Mission 2007: every village a knowledge centre initiative of India led by Professor M S Swaminathan.  As the global head of Academy program for five years since October 2006, Shadrach spent time developing the ecosystem for training one million knowledge workers at the grassroots in Asia, Europe, Africa and Latin America. In partnership with the International Telecommunications Union (ITU), Shadrach has also launched the Telecentre Women: Digital Literacy Campaign which has been recognized for offering digital skills to over 1 Million women worldwide in March 2014.  Shadrach was the global coordinator of the Grassroots Caucus at the World Summit on the Information Society in Geneva and Tunis.


In his nearly three-decade long career since 1986, Shadrach has managed ICT4D programs in over thirty nations around the world.  He has also served in senior management capacities in a variety of organizations such as the British Council, Transparency International and OneWorld International. He has consulted for the ITU, Practical Action, UK, UNDP, the Open University, UK, Article19, UK and the ICT Agency of Sri Lanka.  At present, Shadrach is associated with the Commonwealth Foundation. UK; Global Libraries Program of BMGF; INLEI, US; and READ Global, India as a pro bono advisor.  For his thesis on measuring the impact of rural information access initiatives, Shadrach has been awarded a PhD by Loughborough University in the UK.


Eng. Manar AlHashash

Advisor to the Minister, Kuwait Council of Ministries

Manar AlHashash is a Computer Engineer from Kuwait, holding a master degree (MBA) with focus on Management of Information Technology. Based on that academic technical background, Manar works in two parallel lines, technical and social with an experience of 15 years in Kuwait, the region and worldwide. She is the co-founder of DotDesign, a software development company which developed the first mobile game application in Kuwait market in 2004, followed by many projects with the latest “Merzaam” and “Alzebda”, a smart aggregator for popular news. She had also pursued with a technical focus as a programmer, system analyst and concluded being an IT audit Team leader at Kuwait Fund for Economic Development in 2009.  On the other hand, she multi-tasks several activities with her main goal “Promote ICT in society for Development”. Since 1999, Manar has been involved in media and public work in many ways to achieve that goal. She prepares and presents a weekly IT program on Kuwait Satellite Channel in Arabic as well as in English.


In 2004 Ms. AlHashash launched and Managed a Local e-Content Annual Contest under the name of “Ghiras electro Contest” which aims at youths in Kuwait (14-22yrs) competing for Best website design, Best Presentation, Best Graphic design and Best mobile e-greeting card, all focus on local content. In 2008 she worked in KFAS on establishing Kuwait eContent Award, an open competition for the public, in collaboration with the World Summit Award (WSA). Manar also has rich experience in the press media publishing for IT, as she wrote a weekly IT page for  an official daily newspaper (Al Watan) in Kuwait from 2000 till 2005, where she concluded that experience by launching the IT magazine "Dot" of which she was the founder and Chief Editor. As a student Manar was awarded an IEEE for her outstanding Internet and e-Commerce projects in 2000. In addition to being a member in WSA board of directors since 2006, Manar was a member of the High-Level Panel of Advisers of Gaid – United nations, and in 2008 she was appointed as the first eLeader for Youth and Technology by Gaid – United nations, where one of the assignments she worked on was producing a Strategy for Youth and Technology for Development for the UN.


Dinesha de Silva

Country Representative, Sri Lanka

Dinesha de Silva is currently The Asia Foundation's country representative in Sri Lanka. Previously, she served as team leader for The Foundation's Sri Lanka Local Economic Governance program (2010-2012), as assistant director in the Foundation's Washington, (2008 – 2010), and was formerly assistant representative in the Foundation's Sri Lanka office. She has two decades of experience in the field of international development, with special interest and experience in economic governance, rule of law, access to justice, and conflict resolution.


From 1995 to 1997, Dinesha de Silva was director of the Foundation's USAID-funded Citizen Participation (CIPART) Project in Colombo. She also previously served with the Foundation as a program officer for Sri Lanka and the Maldives from 1991 to 1992, focusing on English-language education, women's empowerment, media development, and economic liberalization. In between positions with the Foundation, she served as a project management specialist for USAID in Colombo in the private sector development office. She also previously served as an economist for the Environmental Foundation Ltd. and for six years as an economist for the Central Bank of Sri Lanka.


Expertise: Politics, economics, and social issues in Sri Lanka; local governance; rule of law, access to justice, economic reform and development; alternative dispute resolution; and women's empowerment.


Education: Bachelor's degree in Economics from Georgetown University; master's degree in Economics from Columbia University.

Indika De Zoysa

Indika De Zoysa is the Country Business Manager for Intel Sri Lanka. In this role Indika is responsible for achieving qualitative and quantitative business objectives in Sri Lanka.Indika works closely with distributors in Sri Lanka for appropriate product availability and addresses technical and commercial issues. He manages Intel Reseller Channel Organisation (RCO) membership program elements to drive sales of Intel products and ramp new technologies.  He also leverages cross functional resources to build and drive visibility for the Intel brand in Sri Lanka in IT ecosystem.


Apart from these core responsibilities he also manages relationships with the Sri Lankan Government and relevant authorities. This includes Built and maintains good relationships with Sri Lankan Government, Indika has 10 years of working experience at Intel Prior to this, Indika was working for Hemas Pharmaceuticals as a Product Manager.


Indika is a past student of Dharmaraja College Kandy and he was a sportsman during his school time. In school Indika has represented Rugby, Hockey, Cricket, athletics and Table Tennis.  For Rugby and Hockey Indika has won college Colours. Indika was a college prefect and deputy house captain as well.


Currently Indika is involved in many positions in sports administration in different levels. Indika is qualified in Marketing from the Charted Institute of Marketing and MBA from UK.

Manori headed a Public Quoted light engineering company prior to her joining the ICT industry in 2003 where she commenced her career as Head of Business Development and went on to be the Head Sales & Marketing of the Banking and Government Sectors at Just In Time Holdings (Pvt) Ltd., A leading Sri Lankan System’s Integrator.


Thereafter she joined IBM Sri Lanka as Head  of Marketing and was promoted to Deputy General Manager Territory Sales. She recently joined Oracle Corporation to lead the EPM/Business Intelligence business for South Asia Growth Economies. She possesses a strong understanding of ICT Solutions  and domain knowledge of key industry verticals and has experience in all aspects of sales and Marketing/Communications in the ICT Industry.


Ruwan Anmarasekera

His work with many Clients/organizations in industry verticals such as Air transportation, Finance, FMCG, Manufacturing etc. achieved good results because he was able to interact with them effectively due to his communication and teamworking skills. He has been actively involved in the ICT industry activities and has rendered services to the development of ICT through the professional organizations he is involved in.


Further he has contributed his expertise to the young ICT professionals as a visiting lecturer and research project supervisor with two of the local universities.


He has qualified as a Software engineer and holds a Master in Business Administration, a Diploma from the Chartered Institute of Marketing and is a Chartered Institute of Management Accountants finalist. Lohitha Karunasekera

Lohita Karunasekera is an Economist cum applied researcher by profession and has over 14 years experience in working for the private sector and donor funded development projects and programs in various sectors and fields with specialization in ICT for Development. Starting his carrier as a marketing researcher, his corporate sector experience has been in marketing/market research, strategic planning, service/product development, corporate communications, industrial production, field surveys and logistics. For the past four years he has been working for the South Asia Finance and Private Sector Development Unit of the World Bank as a consultant.


His experience in development related projects spans across ICT development, banking and finance, judicial reforms, public sector reforms/capacity building, micro finance, poverty reduction and tourism development. His academic qualifications includes a BSc.(Hons.) in Information Systems, an MBA, a master’s degree in Economics and post graduate qualifications in international relations.

Fayaz Hudha

Fayaz is the Programme Head for Private Sector Development at ICTA. His role includes providing leadership in implementing The ICT Capacity Building Program (ICBP). Strategizing, facilitating, consensus building on initiatives for the ICT industry growth relating to policy, capacity and in forming strategic alliances. Advising government on IT-BPO industry development and areas of bilateral interest providing strategic input through various national level committees. Fayaz is a graduate from the University Of London.


He is also a Charted Marketer from Charted Institute of Marketing UK. He is a Project Management Professional USA and has completed initial studies in Intellectual Property from WIPO. Fayaz is an active social worker and has been involved in many such organizations at a national level

Chandima Wickramasinghe

Chandima Wickramasinghe is a career Public Service Officer from the Sri Lanka Administrative Service serving as a Senior Assistant Secretary to the President of Sri Lanka. She holds over 14 years of experience in public service, including more than 03 years in land administration and management.


Chandima graduated from the University of Colombo having secured a Special Degree in Zoology and then proceeded to complete her Masters in Public Administration at the Postgraduate Institute of Management, University of Sri Jayewardenepura. She is currently preparing for her thesis in Master in Economics at the University of Colombo.


Among her present duties in public service are performing tasks as a member of the Committee monitoring the recommendations of the "Lessons Learnt & Reconciliation Commission (LLRC)" appointed by HE the President at the end of the terrorist conflict in Sri Lanka, and assisting in the functions of the Petroleum Resources Development Secretariat, the regulatory institution for oil exploration in Sri Lanka. She also co-manages two projects under the Presidential Secretariat to build libraries and provide books to needy children in under-privileged schools in Sri Lanka.


Chandima has also served as a Joint Secretary and Editor of the Sri Lanka Evaluation Association (SLEvA) – a Professional Organization established to promote evaluation for improved accountability, transparency and good governance to ensure greater effectiveness and efficiency in resource allocation and utilization for the benefit of all stakeholders. She continues to be a member of SLEvA and plays an active role in promoting monitoring and evaluation capacities in government institutions.

Samantha Mathara Arachchi

Samantha Mathara Arachchi, is a Lecturer at the Department of Communication and Media Technology (CMT), University of Colombo School of Computing (UCSC), Sri Lanka, who obtained his degree in Bachelor of Science (General-1999) from the Open University of Sri Lanka. He holds a Postgraduate Diploma in Computer Technology (2002) from the University of Colombo and a Postgraduate Diploma in Information Management (2007) from Sri Lanka Institute of Information Technology, and also holds a Masters in Information Management (2008) with merit pass. He is reading for PhD in Malaysia.


He has also undergone training on “Web-Based Server System Design” from the Japan International Corporation Agency (JICA) and “Accessible Web-Based Information Networking” from the Asia Pacific Development Center, Thailand.  He was the Chairman of the Technical Evaluation Committee of Web page development of the Ministry of Petroleum & Petroleum Resources Development.   He is a Member of the National Pre Selection Panel for the World Summit Award for Best e-Content  and Member of “e-Swabhimani” Grand Jury since 2008 Conducted by the Information and Communication  Technology Agency of Sri Lanka (ICTA) and also a Member of the SME Panel of the Replication Assistance Program implemented by ICTA.  His research interests include e-Learning Technologies, Information Management, e- Business, Accessible Web Content Development, Internet and Web Technologies and DAISY related activities. (Daisy is a standard to empower the visually impaired community).  He has several local and international Conference Papers and Publications to his credit. He has obtained several professional memberships including Association for computing Machinery (ACM), MIEEE and MCS(SL).





Eng. Roshan Chandraguptha

Roshan obtained a B. Sc. Eng (Honors) Degree in Electronics and Telecommunication Engineering and M. Sc. in Telecommunications from the University of Moratuwa, Sri Lanka. Roshan is a CCNA (Cisco Certified Network Associate), CCSP (Cisco Certified Security Professional), CEH (Certified Ethical Hacker), CHFI (Computer Hacking forensics Investigator) and CISSP (Certified Information System Security Professional). He has been involved in handling many security incidents and conducting network assessments and digital forensics investigations for both government and private sector.

He is working in Sri Lanka CERT|CC since 2008. Before joining Sri Lanka CERT he has worked as a Systems Engineer/ Lecturer at Sri Lanka Institute of Information Technology (SLIIT) from 2003 to 2008. During that period and still he is involved in conducting lectures/ preparing courses related to data communication, information security for undergraduate courses and post graduate courses.Roshan is an associate member of Institute of Engineers Sri Lanka (IESL), member of Computer Society of Sri Lanka (CSSL), member of Australian Computer Society (ACS), a member of International Information Systems Security Certification Consortium (ISC2) and member of ISC2 Colombo Chapter Sri Lanka.
